nobody can create a FOLDER anywhere on the computer which can be named as "CON".

1) Open an empty notepad file
2) Type "Bush hid the facts" (without the quotes)
3) Save it as whatever you want
4) Close it, and re-open it
is it just a really weird bug? Confused?

Cannot Create Windows Folder Named Con
It is true that you cannot create a folder called CON but the reason
is well documented.
Commentary:
According to this rather breathless little message, which circulates
via email and online, it is not possible to create a folder named
"CON" on a Microsoft Windows based computer. The message claims that
not even Bill Gates or the whole Microsoft "Team" can explain why this
might be so.
It is in fact perfectly true that you cannot create a folder named
"CON", nor can you rename an existing folder to "CON". However, there
is no mystery surrounding this restriction whatsoever. The "team" at
Microsoft, and a great many others besides, know perfectly well why
you cannot name a folder "CON". "CON" and a number of other character
strings are in fact reserved names that go back to the days of DOS and
cannot be used to name folders or files. Other reserved names are:
• PRN
• AUX
• NUL
• LPT1
• COM1
• Potential drive letter - A: to Z:
• A number of others
If you try to name a folder using one of these reserved names, the
name will automatically revert to the default, generally "New Folder".
Moreover, if you try to use a reserved name to name a file such as a
Notepad or Microsoft Word document you will generally receive an error
message similar to the following:
!!CON THIS IS A FILE NAME AS A RESRVVED DIVISE NAME
Depending on exactly how you save the file, you may instead receive a
warning message advising that a file with that name already exists.
However, even if you choose "Yes" to overwrite the existing file, you
will still not be allowed* to save the file.
While there is no mystery about this issue, it might have saved user
confusion if Windows displayed an explanatory error message when
attempting to create a folder with a reserved name as well.

**Bush hid the facts****
(sometimes also this app can break) is the common name for a bug
present in the function IsTextUnicode of Windows NT 3.5 and its
successors, including Windows XP, which causes a file of text encoded
in Windows-1252 or similar encoding to be interpreted by applications
that use it (such as Notepad) as if it were UTF-16LE, resulting in
mojibake. When "bush hid the facts" is put in a new Notepad document
and saved, closed, and reopened, the words "畢桳栠摩琠敨映捡獴" appear instead.
While "Bush hid the facts" is the sentence that is most commonly
presented on the Internet to induce the error, it does not exclusively
occur with that phrase. The bug can be triggered by many sentences
with alphabetic characters and spaces in a particular order
(4-space-3-space-3-space-5), (4-space-5-space-3-space-5), and
(1-space-4-space-3-space-3) as well as other combinations that can be
parsed into valid (if nonsensical) Chinese characters in Unicode.
The bug occurs when the ANSI string is passed to the Win32 charset
detection function IsTextUnicode with no other characters. Because of
this bug, IsTextUnicode will return TRUE, which means that
applications that uses it will incorrectly interpret it as UTF-16LE.
For example, if you load a text file with the string into a text
editor that uses IsTextUnicode, the text will be displayed as nine
{4-3-3-5}, ten {4-5-3-5}, or seven {1-4-3-3} Chinese characters—or
rectangles if the language pack has not been installed. To retrieve
the original text using Notepad, bring up the "Open a file" dialog
box, select the file, select ANSI in the "Encoding" list box, and
click Open.

Rand(200,99)
"The quick brown fox jumps over the lazy dog" contains all letters of
the alphabet and is therefor a good way to test a font.
Why this command shows it for hundreds of pages I don't know either..

rand i probably random yes... buuuut the number (200,99) indicates :
200 paragraphs
99 times the sentence per paragraph
i tried it with all kind of combos... the easiest is =rand(1,1) try it
your self ;)
I also tried with different combos, but the no.of paras should be less
than 200 and the no. sentences per para should be less than 99 ie.
for eg : =rand (300,100) will not give the expected output
